MISSION/GOALS/OBJECTIVES

Jefferson Parish Affordable Housing Task Force

Background
In December 2001, the Jefferson Parish Council adopted Council Resolution 95157
which established the Jefferson Parish Affordable Housing Task Force and charged its
members
"…to create and expand affordable, safe, and quality housing options in
Jefferson Parish for persons with low incomes, including persons with disabilities".

Interested citizens, advocates, service providers, lenders, non-profit organizations,
governmental entities, landlords, developers, and contractors from throughout the Parish
were invited and encouraged to join the Jefferson Parish Affordable Housing Task Force.
As a result of the vigorous and extensive outreach across Jefferson Parish, a sizeable,
multi-constituency Affordable Housing Task Force was assembled in May 2002. (See
Appendices B and C: Jefferson Parish Affordable Housing Task Force Members.) By
August 2002, the Affordable Housing Task Force had identified the need for an
Executive Committee to better define and to oversee its overall scope and direction.
Individuals representing the following constituencies were invited to participate on the
Executive Committee: Federal and Parish government; lending and financial institutions;
non-profit groups; developers and contractors; persons who are elderly; persons who
have disabilities; persons with very low/low/moderate incomes; and landlords. In its
efforts to oversee the Task Force’s charge, activities, and outcomes, the Executive
Committee agreed to meet monthly in order to address its various planning,
implementation, and evaluation responsibilities.

Mission

The initial goal of the Jefferson Parish Affordable Housing Task Force was to: Identify
strategies/recommendations to increase affordable, safe, and quality housing options in
Jefferson Parish for persons with very low/low/moderate incomes, including persons
with disabilities and persons who are elderly.
These recommendations were then
developed into a written report and presented to the Jefferson Parish Council.

Goals
Reflective of and consistent with the original charge from the Jefferson Parish Council,
the following have resulted: 1) two overarching recommendations that are associated
with future action by the Jefferson Parish Council and 2) five major goals, which include
highly specific objectives, that relate to the continuation of the Jefferson Parish
Affordable Housing Task Force and its much-needed role regarding increasing
affordable, safe, and quality housing options in Jefferson Parish for persons with low
incomes, including persons with disabilities and persons who are elderly.
RECOMMENDATIONS

1.        Allocation of adequate resources for the development of a Housing Element of
Jefferson Parish’s Comprehensive Plan that identifies specific policies and
           programs to:

                a. promote the development of housing for Jefferson Parish residents and
provide a range of housing choices that meet the needs of Parish residents
                    of all income levels and age groups and of persons with special needs;

                b. promote policies and procedures that allows for the availability of land for
the development or redevelopment of low-income and moderate-income
                    housing; and

                c. maintain or rehabilitate Jefferson Parish’s existing housing stock.

2.         Passage of a Parish Council Resolution that supports a continued and expanded
scope of work for the Jefferson Parish Affordable Housing Task Force in order to
address the following goals as identified by the membership of the Task Force.

GOALS
1.         To increase the number of quality, safe, affordable multi-family and single-family
            housing units in Jefferson Parish.

2.         To decrease the number of Jefferson Parish residents who are burdened by rental
housing costs, including persons who are elderly and persons with disabilities.

3.         To increase the number of homeownership opportunities available to moderate- to
low-income Jefferson Parish residents, including persons with disabilities.

4.         To reduce the number of foreclosures and abandonments of housing units that
            occurs annually in Jefferson Parish.

5.         To prevent housing discrimination and geographical separation in Jefferson Parish
based on age, race, color, religion, gender, national origin, disability, or familial
            status as established by law.

In May 2003, the Jefferson Parish Council did pass a resolution to support a
continued and expanded scope of work for the Jefferson Parish Affordable
Housing Task Force in order to address the identified goals. As a result the task
force has been organized into an Executive Committee and five subcommittees.
The four subcommittees will address: (a) Increasing Affordable Housing Stock
(rental and homeownership), (b) Increasing homeownership, (c) Reducing
foreclosures and abandonments, (d) Decreasing the number of residents who are
rent burdened, and (f) Prevention of housing discrimination.
