University Center for Excellence in Developmental Disabilities

UCEDDs (formerly University Affiliated Programs) have been improving the lives of people with disabilities for nearly four decades. UCEDDs are part of a network of 61 Centers that advance policy and practice for and with people with developmental and other disabilities, their families, and communities.(http://www.aucd.org)


Mission Statement

The mission of the University Center for Excellence in Developmental Disabilities* is to help Louisiana service and support resources to promote the community participation and quality of life desired by each person with functional disabilities.

Consumer Advisory Council

HDC maintains and supports a Consumer Advisory Council (CAC) as a valued resource for communication and direction.

The Developmental Disabilities Assistance and Bill of Rights Act of 2000(PL106-402) authorizes the funding of University Centers For Excellence in Developmental Disabilities Education, Research, and Service (UCEDDs) and requires that each “establish a consumer advisory committee” with membership including individuals with disabilities, family members of individuals with DD, a representative of the Protection and Advocacy program, and the State Council on DD, self-advocates, organizations like parent training programs, and others. The committee shall meet not less than “twice during each grant year” and “consult with the (UCEDDs) Director regarding a 5-year plan” and shall review and comment on progress. 

At HDC we are aware of national and local debates regarding who are “constituents” and the meaning of “consumers” so we have adopted the term “Consumer,” as stated in the Act, for the title of our advisory group. Also, we recognize our center must be very active in our communities in order to build opportunities and support successes of individuals with disabilities in enjoying an optimum quality of life, therefore, we recognize the “C” in CAC could stand for Consumer, or Constituent, or Community; our readers are encouraged to view the HDC CAC from these constructive perspectives.
